JOINT HEALTH AND SAFETY COMMITTEE MEETING

Minutes

1.     Call to order: The meeting was called to order by Nancy Michie at
                       9:00am with all members in attendance, except Mike Thomas who was absent

In attendance:

2.     Minutes of the last meeting

The Minutes from December 18, 2009 were reviewed.

Motion:

“That the minutes of the December 18, 2009 Health and Safety Committee Meeting
be adopted as circulated.”

3.     Unfinished Business

            Fuel Handling – report taken to council attached.

            Barry Shaw asked what the procedure for fueling the equipment is when the buses are
            at Foxton Fuels

            Nancy Michie stated that Mike Thomas has talked with Foxton’s about this situation

            Barry Shaw feels that this has been going on for five years now and it is not getting any better. 
            Barry also felt that the graders are full of stuff now and doesn’t know where he will fit the
            safety goggles and gloves.

            Nancy Michie stated that it is the responsibility of the Municipality to supply the employees
            with safety equipment

            Barry Shaw questioned what to do about the traffic around Foxton Fuels and he believes
            the employees are put into a bad situation when fueling at Foxton Fuels

            Ross Goll suggested having Council go and watch a Grader try to fuel up at Foxton Fuels when
            the buses are there

            Barry Shaw believes that something needs to change and that this option of safety equipment is
            still unsafe.

            Nancy Michie questioned if the fuel tank could be moved to another location on the Foxton
            property.  She will see if Council will go out and see the process of fueling at Foxton’s. 
            Also, have Mike Thomas take a Grader to Foxton Fuels and try fueling it when there are buses      
            and traffic.

            Barry Shaw did state that the location of the fuel tank at Foxton Fuels

            is not so bad when the buses are gone and the other vehicles are not around.

           

            Ross Goll stated that the Landfill needs a new fuel jug or at least a        
             new spout and safety cap.

            Barry Shaw and Ross Goll questioned whether a Methane Detector is            
            needed at the Landfill Site.  The Methane detector they have now,   still slowly dies in the
            afternoon on a work day and is plugged in to charge the other days of the week.

            Ross Goll had to put out a small fire at the Landfill due to a cigarette being thrown out. 
            He would like to see No Smoking and No Dumping   of ashes signs placed at Landfill.

 

 

            Committees were set up to look for hazards and create policies in all   the departments.         
            The following Committees were created:

            Office – Kim Johnston and Steve Fortier

            Roads – Barry Shaw and Gord Haggitt

            Landfill – Ross Goll and Donna Haugh

            Kim Johnston will prepare Hazard Assessment sheets and send them   out to each
            committee with a deadline between 3 weeks to a   month to return them to be put in
            the Health and Safety Manual.

           

4.     Regular Reports:

Workplace Inspections from December 2009, January and February 2010 were reviewed.

The Bluevale Hall Board is not happy with the amount of things found in the inspection
reports.

There are many problems with the Generator at the Bluevale Hall.  The committee would
like to look at a stand alone unit.  The winch was pulling away from the wall the last time
Barry Shaw and Mike Thomas did an inspection on the Bluevale Hall.

Pletch Electric has placed Emergency Lighting and Exit signs in the Bluevale Community Hall.

The windows in the Bluevale Hall have been measured and EL-Tech will install the new windows
in the next couple of weeks.

 

Fire Extinguishers – Jared Cayley is to inspect ALL Fire Extinguishers in all Municipal
buildings and equipment.  Barry Shaw thought it would be cheaper for Barry to inspect the Fire
Extinguishers at the Turnberry Works Garage.

Nancy Michie stated that Jared can inspect the fire extinguishers when he is out
with meetings and Jared does have flexible hours to work around.

 

Mike Thomas to order new Hard Hats for the Landfill Attendants

5.     New Business:

Barry Shaw tends to feel that we have stepped back in Safety in the Municipality. 
Example.  Why is it taking so long to order new hard hats?

 

Ross Goll would like the Landfill Attendants to be notified when safety equipment and
clothing is getting ordered.

 

6.  Review the Health and Safety Manual – The Health and Safety Manual  
      will be brought to the next health and safety meeting for review by the
      committee.

 

7.   Date of Next meeting – The Next Health and Safety Meeting will be held    
      on Wednesday June 2, 2010 at 9:00am at the Morris-Turnberry Council    
      Chambers.

 

6.     Adjournment – The Meeting was adjourned at 10:15am.
