Call to order:
The meeting was called to order by Mayor Dorothy Kelly at
7:30 pm with all members in attendance.

2. Purpose of the Public Meeting – Mayor Kelly
The purpose of the application is to allow for the construction of an addition on the residence, for the purpose of a dining room.
To allow for a reduction in the Minimum Distance Separation (MDS) of 17 feet, from the proposed addition to the residence at 41037 Glenannon Road, to the neighbouring barn, owned by Donald and Marian Eadie. MDS requires a distance of 929 feet; only 912 feet exists from the barn to the proposed addition.
Percentage of Variance: 1.8% reduction
3. County Planning Department –
Carol Leeming presented the Huron County Planning report,
recommending
approval.
4. Comments Received –
Nancy Michie received a telephone call from
George Underwood,
who has no objection. Nancy Michie advised that no further comments were
received.
5. Applicants comments – No comments.
6. Public comments – No comments
7. Council comments and questions –
Mark Beaven questioned the distance
of the
addition from the neighbouring barn and commented that the addition is only 10
feet less
from the barn, than it is now.
8. Explanation of the Process following the Public Meeting by Mayor Kelly
If the Decision is passed, the Secretary is required to send Notice of Decision, to the applicant, each person who appeared in person or by council at the hearing and filed a written request for the notice of decision. There is a 20 day objection period from the time Notice of Decision has been mailed by first class mail, wherein submissions/letters of objections or support in respect to the passing of the decision, will be received by the Clerk.

Conditions: There were no conditions.
Reason for Decision: The Committee
considered the variance to be minor, to maintain the
appropriate development of the lands and to maintain the general intent of the
Turnberry
Township Zoning By-law and the Municipality of Morris-Turnberry Official Plan.”

7.7 Avon Maitland District School Board Consent application:

Traffic Impact Study was available to be reviewed by the Council.

The Council reviewed information.

1. Petition – complaint of wood burning at 42680 C-Line

“That the Council give instruction to Jared Cayley to review the draft by-law

3. Fire Reports from Fire Chiefs: Jared Cayley gave a report.
He has met with the fire chiefs and is setting up education at the Turnberry School.
He discussed a Smoke alarm program.

9) Business
9.1 Howick Lions- Voluntary Road Toll 2010

“That the Municipality of Morris-Turnberry approve the Voluntary Road Poll on
Friday May 21, 2010
and September 21, 2010 from 3:00 pm to 8:00 pm and shall be responsible for all
costs, including County
related costs, if necessary and responsibilities and liabilities
associated with the voluntary road toll,
including maintenance and restoration of the detour roads if applicable.”

9.2 Donnelly and Murphy
The amount of Recovery of Tax Proceeds received was $23,587.79.
9.3 Belgrave Water System
Letter of concern about the Belgrave Water System interest costs.
A suggestion was made by another property owner, that a public meeting be held annually.
The clerk advised that a meeting has been held in the past and is legislated if
the operating rates increase.
This information was received and filed.
9.4 CIBC Banking Arrangements:

for a further 2 years and that it is conditional upon the upper tier ( County
of Huron ) doing the same.”

9.11 OPP – Clyde Line
Paul Gowing was speaking to an OPP who suggested speed signs on Clyde Line
The matter will be deferred until the new Public Works Coordinator commences
employment.
The curves should be checked for reflective markers.
9.12 Entry Fee Flyer Morris Landfill Site
The matter of the entry fee into the Landfill Site was discussed and will
be brought back to a meeting
after the Public Works Coordinator starts.
Bill Thompson questions the $10.00 per tonne for brick and concrete. It should
be placed in a separate area.
Co-Collection being biweekly in the rural areas and urban areas- weekly, was
also discussed.
9.13 Violence and Harassment Policy
