Call to order:
The meeting was called to order by Mayor Dorothy Kelly at
7:30 pm with all members in attendance, except Paul Gowing, who was absent.

7.1 Ethel Willis Estate/ Avon Maitland District School Board:
Subject Lands: Part of Lot 5,6, Concession 1, Turnberry Ward
1. Call to order - by Mayor Dorothy Kelly
The meeting was called to order and Mayor Kelly asked Sandra Weber to explain the application.
2. Purpose of the Public Meeting – Sandra Weber
The purpose of
the application is to change the zoning on Part of Lot 5, Concession 1,
Turnberry Ward,
Municipality of Morris-Turnberry from Developmental (D) to Institutional -
Special Provisions (I1-4). The rezoning is
required to permit the construction of a new elementary school and accessory
parking and playing field areas.
The entire
proposed school parcel is approximately 7.3 hectares (18.14 acres), and is
located in both
the Municipality of Morris-Turnberry and the Township of North Huron. The 6.27
hectare (15.5 acre)
portion of the property located in the Township of North Huron will be used for
the school building,
parking, and playing fields. The 1.06 hectare (2.64 acre) portion of the
property located in Morris-Turnberry
which is subject to this application for zone change is proposed to be used as
playing fields accessory to the school.
The school property will front onto John Street which is proposed to be
extended. The special zoning permits
the abutting school property lands to the North to be included in the
calculations for lot area, frontage, and
setback requirements for purposes of the Turnberry Zoning By-law requirements.
There is a
corresponding Consent application (File B6/10) for the creation of the lot, and
a combined
application for Official Plan Amendment and Zoning By-law Amendment in the
Township of North Huron.
3. County Planning Department –
Sandra Weber reviewed the County of Huron Planning Dept
report and recommended that the by-law be considered by the Council for first
and second reading and
give third and final reading following the approval of the County council on
the North Huron Official Plan
amendment. Sandra Weber advised that two letters were received in North Huron
concerned about the traffic situation.
A letter was received from the Huron Perth Catholic District School Road, with
no concerns.
Janet Baird Jackson explained that a traffic report had been prepared and
submitted and that there
will be a turnaround at John Street and dedicated bus times. There will be a
bus queuing area.
4. Comments Received – Nancy Michie advised that no further comments has been received.
5. Applicants comments – No comments.
6. Public comments – There were no public comments.
7. Council comments and questions –
Bill Thompson asked why there is no road to Amberley Road. Sandra Weber noted that it is a cost factor.
Mark Beaven added that he has no problem with first and second reading and that
there should be a
road to Amberley Road. He is glad to hear of the traffic studies.
8. Explanation of the Process following the Public Meeting by Mayor Kelly
If the Council gives the By-law first and second reading, then the by-law will
have to come back to
Council for third and final reading.
When the By-law is passed, the Clerk is required to send Notice of Passing of
the By-law , to all
persons and agencies notified of this Public Meeting. There is a 20 day
objection period from the
time Notice of Passing of the by-law has been mailed by first class mail,
wherein submissions/letters
of objections or support in respect to the passing of the by-law, will be
received by the Clerk.

Concerning a Proposed Amendment to the Township
of North Huron Official Plan and Proposed
Zoning By-law Amendment

Morris-Turnberry encourage the Council of the Township of
North Huron to address all traffic and safety concerns prior to proceeding with
the Proposed Amendment
to the Township of North Huron Official Plan.”

9) Consent Application for the Avon Maitland District School Board
A recommendation from the Planning Department
that the motion passed on February 16, 2010
should be rescinded and deferred until the North Huron Official Plan Amendment
has been approved.

10) Site Plan By-law:
Sandra Weber has recommended that this By-law be
passed to enable the Municipality to request Site
Plan Control applications.

11) Bob Trick-Animal Control Officer: 8:15pm

Bob Trick presented his 2009 animal control report to the Council.

2. Discuss ‘By-law Respecting the Owners of Animals’
Bob Trick explained to the council a concern about rats and snakes in an Urban area.
Following discussion, the council instructed that a sample by-law
for the urban area will be drafted
and reviewed at a future meeting.
Bob Trick left the meeting at 8:40 pm.
12) Building Report Steve Fortier 8:40 pm
1. Building Report: Steve Fortier presented a Building Report to the council.

4. 2010 Interim News letter
The draft was reviewed by the Council and they would like the PRISM 911 information added.
14.3 North Huron Fire Update
The Council reviewed an update of the work of the North Huron Fire Department in
Morris-Turnberry.
14.4 Blyth Fire Board Deficit
A report was reviewed concerning the amount of Morris-Turnberry’s portion owing to the board for 2009, which a share of the deficit of $3,757.62. Since Morris-Turnberry paid $5,000.00, a refund will be received for the difference.
14.5 History Book 8:45 pm
Jodi Jerome, Doug Garniss, Shirley Garniss, Donna Nicholson, Karen Webster and
Grace Elliott were in attendance.
A discussion was held regarding the costs of the History Book.
Options were reviewed. The debate is, What will the council grant towards the book?
The council will discuss this on March 16th, 2010, when the committee returns to a council meeting.

Grace Elliott left the meeting.
14.6 Wingham Golf Course Sponsorship:

A report from a ratepayer was included concerning the interest for the Belgrave Water.
14.10 Huron Shores ATV Club
A report was reviewed by the Council.
The Council will meet with the Huron Shores ATV Club on March 16, 2010.

Paul Gowing called to the office and asked that the council be advised that
Charlie Hoy
called him and advised that the ARC made a recommendation to the Avon Maitland
School
Board to build a new school at the arena property in Brussels for Brussels and
Grey and possibly
one in North Perth.
The board appeared supportive.
The ARC may be asking for support from council.
