Minutes of the Meeting
1)
Call to order:
The meeting was called to order by Mayor Dorothy Kelly at
6:00 pm with all members in attendance, except Mark Beaven, who was absent
and Paul Gowing who was late.

2) Declaration of Pecuniary Interest:
Lynn Hoy declared a Pecuniary Interest for Item 8.4 School Parking Lot and
Pioneer proposal
update; Item 16.2 Closed since it concerns property adjacent to his property;
Item 13.3
Pioneer proposal – adjacent to the Hoy property; and Item 10.1 Resolutions:
Town of
Atikokan – Review of the Off Road Vehicle Act since his business Lynn Hoy
Enterprises
sells Off Road Vehicles.
3) Agenda:
Lynn Hoy added a listing to the agenda for 1)
Solar Power. Jim Nelemans added a listing to the
agenda for 2) Closed Session.

5) Business from the Minutes
There was no business from the minutes to be discussed.
6) Procedural By-law Review:
The draft procedural by-law was reviewed and discussed.
Paul Gowing arrived at the meeting at 6:30 pm.
A Notice of the meeting to consider
the by-law will be advertised for two weeks before the
August Council Meeting.
Phil Beard- MVCA arrived at the meeting.
7) Accounts
Motion: 358-2010 Moved by Jim Nelemans Seconded by Bill Thompson
"That the 2010 Accounts dated July 6, 2010 be
approved for payment in the amount of
$ 504,166.42 and the Huron Bruce Transit accounts, in the amount of $ $371.10.”

Dorothy Kelly called for the Council to go to break at 7:30 pm.
Dorothy Kelly called the meeting back to order at 7:43 pm.
10) 10.1 Resolutions
Lynn Hoy declared a pecuniary interest and pushed back from the table.

“That the following resolution be supported and endorsed:
1. Town of Atikokan – Review of the Off Road Vehicle Act .”

10.2 Dog Control in Urban Areas
The Council reviewed the listing of number of dogs in other municipalities in Urban areas.
The Council instructed the Clerk to talk to
Bob Trick - Animal Control Officer and bring a
report back to the next meeting.
8) Deputations:
8.1 211 presentation Alice Grottoil - Community Connection / 211 7:45 pm
and Jennifer Jones - United Way
Alice Grottoil and Jennifer Jones gave a presentation to the Council on the
Community
Connection/211.
Gary Pipe and Diane Jerva arrived at the meeting.
Alice Grottoil and Jennifer Jones left the meeting.
8.2 MVCA update – 8:00 pm
Stephen Jackson, Nathan Garland and Phil Beard gave a presentation updating the
Council on the Strategic Plan and activities with the MVCA and in Morris-Turnberry.
Stephen Jackson, Nathan Garland and Phil Beard left the meeting at 8:32pm.
8.3 Dianne Jerva - Landfill Entry fee 8:35 pm
Dianne Jerva read a letter to the Council concerning the landfill entry fee.
Paul Gowing commented for the Council that the Council position is the Green
approach,
and to encourage people to use the curbside pickup.
The council is hoping to have the same level of service in the rural and urban areas.
Paul Gowing that the council should revisit the entry fee to ensure that the
entry fee is used to
offset the recycling costs.
Mayor Kelly advised that the council will discuss the matter and advise Diane Jerva in writing.
Jeff Dickson arrived at the meeting at 8:45 pm.
Dianne Jerva left the meeting at 8:50 pm.
Lynn Hoy declared a pecuniary interest and left the table and remained in the gallery for the next item.
8.4 Carol Leeming- Huron County Planner 8:50 pm
1. Avon Maitland Secondary School:
Carol Leeming gave a report to the council , on school parking lot which is
adjacent to the
FE Madill Secondary School. The second parking lot was constructed in 1999.
And
2. The Pioneer proposal.
A meeting will be held at the Morris-Turnberry Council Chambers on July 9th
at 3:00 pm to review the draft Pioneer Development By-law.
Lynn Hoy returned to the table.
Carol Leeming left the meeting at 8:55 pm.
10) Business Cont’d
10.3 Clyde Line Drain 9:00 pm
Terry Carter- landowner and Jeff Dickson – engineer from R J Burnside were in attendance.
Jeff Dickson - R J Burnside gave a report on the status of the Clyde Line Drain.
Terry Carter showed pictures of water problems from June 27, 2010.
Jeff Dickson stated that he will have the report completed in 4-8 weeks.
Jeff Dickson and Terry Carter left the meeting at 9:25 pm.
9) Public Works Report: 9:25 pm
9.1 Oath for Gary Pipe- Director of Public Works
The oath for Gary Pipe was administered by the clerk for the Director of Public
Works position and the Drainage Superintendent position.
9.2 Road Report: Gary Pipe presented a Road Report to the council and thanked the Council for his appointment
· Jim Nelemans offered his property for the pre construction meeting for Salem Road.
· Paul Gowing asked about the tree stumps- when they will come out.

Paul Gowing asked about the cattle
crossing signs for Bill Van Nes and Gary Pipe
advised that they are not required. There will be an agreement with the
property owner.

“That the Council advertise for a new contract for a cleaner for the office and work garages lunch rooms.”

10.5 Annual Fire and Life Safety Educators’ Conference

“That the Council approve that Jared Cayley
Community Fire Safety Officer attend the
Annual Fire and Life Safety Educators’ Conference in Barrie November 3, 4 and 5,
2010;
in the amount of registration $200.00; accommodation $114.00 per night.”

Stacey Street and indicate interest and bring a report back.”

10.8 Belgrave Community Centre Report
Motion: 364-2010 Moved by Lynn Hoy Seconded by Edna McLellan
“That the Municipality of Morris-Turnberry donate funds for 2010 to the Belgrave
Community Centre and the amount for 2010 is $20,000; and that Morris-Turnberry
will not appoint a representative to the Community Centre Board, effective
general meeting.”

1. Jim Nelemans attended the June 29th Economic Development Meeting and said it was good.
2. Paul Gowing attended the Brussels Public School Grade 8 Graduation.
Jessica Miners was presented with the Morris-Turnberry award.
3. Dorothy Kelly attended the Turnberry and
East Wawanosh Grade 8 Graduations. She
presented 3
awards in Turnberry and 2 awards in East Wawanosh.
4. Edna McLellan attended the Blyth Public
School Grade 8 Graduation. She presented
Jade Eberts with the Morris-Turnberry award and his thank you is enclosed in the
Items for Information.

“That the Council of the Municipality of Morris-Turnberry approves the road
name of Pioneer
Drive for the new road to be constructed on Lot 7,8 Concession 1, Turnberry.”

2. Lynn Hoy suggested that Morris-Turnberry send a Thank You to Huron
County
for cutting the grass at the Park.
3. Solar Power – Lynn Hoy thought we should have a presentation. The clerk
said KW
Power has an agreement to propose. Bill King will be asked to come to a
meeting.
