1) Call to order: The meeting was called to order by Mayor Dorothy Kelly at 7:30 pm with all members in attendance, except Mark Beaven.

The Oath of Office was taken by Jared Cayley, administered by the Administator Clerk-Treasurer.
8) Deputation 7:50 pm
Scott Tousaw – Huron County Planning Department was in attendance.
Council discussed Planning Services with Scott
Tousaw. Council preferred that Morris-Turnberry
not have the same County Planner as North Huron, due to similar issues at this
time.
Scott Tousaw will review the matter and get back to Council.
The OMB decision on Highway Commercial policies was also discussed.
Scott Tousaw left the meeting.
9) Building Report Steve Fortier 8:20 pm

Steve Fortier presented a Building Report to the council.
2. Annual Report
Steve Fortier presented the 2009 Annual Report to the council.
3. Snow Mobile Signage – No Trespassing Signs

4. Confidential issues- reports were handed out and reviewed.
5. Washroom Renovations
The estimate and drawings for the renovations were available for review.

counter and Council Room door opener and proceed with the renovations.”

6. Inspection Report from the Bluevale Hall:
Pictures of the renovations at the Bluevale Hall were shown at the meeting.
A copy of the Health and Safety report for the Hall was reviewed.

“That the Public Works employees will complete the required maintenance and
repairs at the
Bluevale Hall; and the Clerk will order two new windows to be installed.”

Lynn Hoy said the sidewalk is dangerous and should be sanded or salted as it is not safe.
Steve Fortier left the meeting.
10) Drainage Report: 8:30 pm
George Guse- Drainage Superintendent was unable to attend this meeting
1. Presentation of the Report for the 2009 year.

proceed to submit the required grant forms to OMFRA.”

2. By-law No. 6-2010

“That By-law No. 6-2010 be passed as given
first, second, third and final readings, being a by-law to
provide for Drainage Maintenance for the Municipality of Morris-Turnberry for
the year 2009.”

George Guse has submitted a report that affects drainage work.

11) Council Reports :
Paul Gowing stated that
he is planning to attend the ARC Meeting being held on January 20th,
2010.
Dorothy Kelly will attend also.
Lynn Hoy had an inquiry from a ratepayer regarding the status of the Clyde
Street Bluevale Drain.
The engineers are working on the project.

12.1 Resolutions

12.2 911 Tech Committee Meeting
A copy of the final policy was presented for information.
12.3 Listowel Wingham Hospital Alliance
A Letter was presented from the Listowel Wingham Hospital Alliance Board,
advising that municipal
appointments are no longer required for the board.
12.4 Huron OPP
A Priority form was given to the Council to be filled out by Council members.
12.5 Ontario Good Roads Association
2010 Membership

“That the 2010 OGRA Membership Fee be paid in the amount of $539.21.”

12.6 Federal Gas Tax Update
The funding for 2010 is $104,387.00. The Council was asked what project they
wish to use this funding for.
This funding will be considered with the budget process.
12.7 Financial Indicator Review (FIR)
This information was presented for review - 2009 FIR based on 2008
12.8 Ontario Municipal Partnership Fund (OMPF)
The 2010 Allocation Notice is $1,360,300. This is a 2.83% increase from 2009.
12.9 2010 Assessment Comparison
The 2010 Assessment Comparison Report was presented. The Assessment increased by 3.257%.
12.10 Tax Arrears
A Tax Arrears Report was presented. The report shows 10.3% tax arrears owing as of December 31, 2009.
12.11 OPP Costing Summary
An OPP Costing Summary Report was presented. Costs are 3.33% higher than in 2009.
12.12 Land Use Council
A Letter to the MNR Minister Cansfield regarding Conservation Authorities was presented.

Information of the New Tourism Sign Program in the County of Huron was reviewed.
No action was taken on this item.
12.14 Municipal Elections Act
Changes to the Election Act were presented for
review.
12.15 Community Schools Alliance’s “Smart Moratorium”
A Letter from Carol Mitchell, MPP was presented.
12.16 Blyth District Fire Area Board
Distribution of the Fire Board’s Assets were presented.
This item was deferred to a later date.
12.17 Wingham Area Fire Board Transfer
1. The Transfer of the Wingham Fire Hall to
North Huron is complete.
Funds have not been received, to date.
$322,321.00 was received for the Morris-Turnberry share of assets.
2.A Report on the WSIB Departure Fee was presented.

being responsible for any part of the
WSIB Departure Fee for the Wingham Area Fire Board and feel that since
North Huron initiated the dissolution of the Board, that

12.24 Budget Meetings:
A budget meeting for Roads and Landfill is planned for Monday, February 8, 2010 at 5:00 pm.
12.25 Huron Bruce Transit Meeting:
Randy Scott from the Township of Howick would
like to hold a meeting on January 28, 2010,
with 2 people from each municipality. Bill Thompson and Dorothy Kelly will
attend.
Lynn Hoy left the room for a short time.

Consultant, Cemetery
Investigation report, dated November, 2009; and instruct BM Ross to proceed

Assessment for the options for Bluevale Storm Drainage, which will include
Options 1 and 2 of the letter
from BM Ross, dated September 1,2009, and no action.”

Bill Thompson pushed back and abstained from the vote.
Terry Matz advised the council that the property owners in Bluevale ask that
the Council hold a public
meeting, prior to a final decision on the proposed work. Dorothy Kelly thought
that a public meeting
would be a good idea. Jim Nelemans noted that a public vote would be difficult.
4. Capacity Report for the Morris Landfill:
