Minutes of the Meeting

 

1)      Call to order:     The meeting was called to order by Mayor Dorothy Kelly at 7:00 pm with
                            all members in attendance.

2)    Declaration of Pecuniary Interest:

Lynn Hoy declared a Pecuniary Interest for 9.1 Consent Application,         
Ethel Willis Estate, Part of Lots 5 & 6 Concession 1, Turnberry;  9.2 Consent Application,
Dirk and Elizabeth Rylaarsdam, Lot 7 & 8 Concession 1 Turnberry Ward;  9.3 Appoint Bruce Potter,
BM Ross and Associates Limited since all three concern property adjacent to his property.

The Clerk added a listing to the agenda for consideration, as the items were of an urgent nature.

        7) Landfill Entry Fee     

            Mike Thomas presented a plan for the landfill site.                                                                  

1.      Plan submitted by Mike Thomas for the  placement of the scale and office and other disposal areas
at the Morris Landfill.

“That the Council of the Municipality of Morris-Turnberrry approve the disposal plan for the Morris Landfill as presented.”

8)   Public Meeting to present the 2010 Proposed Budget:                     7:10 pm

     

1.Presentation of the proposed budget:   Nancy Michie presented the budget.

 

2.Questions from the floor:  There were no questions from the floor.

 

3.Council comments:  Jim Nelemans wondered if we should leave the tax rate increase  at 1.5%. 
Dorothy Kelly questioned if there is enough reserve in the roads if there is an unexpected expense.

“That the Council adopt the proposed 2010 budget and instruct the Clerk to prepare a by-law to adopt the
budget at .7% increase.”

      7.2.  Tipping Fees and Bag Tags Report

“That the Municipality of Morris-Turnberry amend the tipping fees to establish a minimum entry fee of 
$5.00 and increase the bag tags to $2.00 per bag tag.”

Mike Thomas left the meeting at 7:45 pm. 

 

Sandra Weber joined the meeting.

 

Lynn Hoy declared a pecuniary interest and left the table and council room for the next three items.

“That the Council of the Municipality of Morris-Turnberry recommend approval on the Consent application  
B 6/10,  of the Ethel Willis Estate to the Avon Maitland District School Board with the following conditions:  

           1.  That the $250.00 cash in lieu fee be waived

           2.  That the parcel be rezoned to conform to the Turnberry Township Zoning By-law

3.  That a storm water management plan be completed to the satisfaction of the Municipality

4.  That the parcel merge on title with the abutting property and consolidated under the Land Titles if required

5.   That a one foot square parcel of land of the abutting property be conveyed to the municipality if required.

6.   That a drainage agreement be addressed under Section 65 of the Drainage Act.”

                                    2.  Consent Application                                                                       

                                    Dirk and Elizabeth Rylaarsdam, Lot 7 & 8 Concession 1 Turnberry Ward     

           

            Motion:  168-2010      Moved by Jim Nelemans                     Seconded by Bill Thompson

“That the Council of the Municipality of Morris-Turnberry recommend approval on the Consent application  
B 19/2010,  submitted by  Dirk and Elizabeth Rylaarsdam, Lot 7 & 8 Concession 1 Turnberry Ward , 
with the following conditions:  

           1.  That the $250.00 cash in lieu fee be paid 

           2.  That the parcel be rezoned to conform to the Turnberry Township Zoning By-law

3.  That the applicant enter into a development agreement with the Municipality of Morris-Turnberry
addressing storm water management, provision of services and installation of a new road. 

4.  That a drainage agreement be addressed under Section 65 of the Drainage Act.”

      3.  Appoint Bruce Potter, BM Ross and Associates Limited

“That the Municipality of Morris-Turnberry appoint Bruce Potter from BM Ross and Associates
Limited to prepare a development agreement for the Pioneer proposal-  Lot 7,8 Concession 1, Turnberry Ward.”

      4.  Consent Application                                                                     

      Bluevale Farms Inc., Lot 60 and Npt Lots 56, 57, 58, 59 Concession 1;  Turnberry Ward

“That the Council of the Municipality of Morris-Turnberry recommend approval on the Consent application  
B 18/2010,  submitted by  Bluevale Farms Inc.,   Lot 60 and the North Part of Lots 56-59  Concession 1
Turnberry Ward ,  with the following conditions:  

           1.  That the $250.00 cash in lieu fee be paid 

           2.  That the parcel be rezoned to conform to the Turnberry Township Zoning By-law

3.  That a drainage agreement be addressed under Section 65 of the Drainage Act.”

        12.2. 1  Petition for the Ruth-Loutitt Municipal Drain

“That the Municipality of Morris-Turnberry accept the Drainage Petition submitted by Albadon Farms
Limited for an extension to Branches 3 and 4 for the  Ruth -Loutitt Municipal Drain and that pursuant to
Section 8.4 of the Drainage Act, that the extension be incorporated with the petition for the Ruth –Loutitt
Drain received by the Municipality of South Bruce .”

“That the Municipality of Morris-Turnberry ask the owner if he would consider Branch 4 and drop
Branch 3 due to the high cost to the roads.”

  12.2.2  Report on the Drainage Proposal:

            South Bruce for the Ruth-Loutitt Drain.”

Doug Garniss, Shirley Garniss, Grace Elliott, Jodi Jerome and Donna Nicholson were in attendance.

 

1.  Report to the Council on the recommendation of the Request for Proposals for the History Book:  
 
Jodi Jerome presented the report.

A listing of the proposals was reviewed.

Book from Pinpoint Publications Limited.”

2. Budget Report to the council for the History Book:  Donna Nicholson presented the report.

“That the Council of the Municipality of Morris-Turnberry accept the budget report from the History Book
Committee based on 1,000 sets dated April 6, 2010 at $100.00 a set and the committee will decide the cost
after the cut off date.”

Dorothy Kelly advised that the County of Huron reviewed the coyote bounty policy at $50.00.

It was recommended that Ross Baird make a presentation to the County Council in this regard.

“That the Municipality of Morris-Turnberry accept the request  and allow Sunday Gun Hunting in the
Municipality of Morris-Turnberry.”

The Ministry of Natural Resources will be notified of the council decision.

12.3       Fire Assistance Agreement

“That the Municipality of Morris-Turnberry receive the Fire Assistance Agreement between the
Municipality of Huron East, Township of North Huron and Township of Howick, which will be
incorporated in the Fire Agreement.”

12.4       Belgrave Kinsmen Heritage Park and Belgrave Pump House                  

Replace Trees and improve flower beds.

“That the Municipality of Morris-Turnberry call for quotes to replace the trees at the Belgrave Pump
House and to improve the flower beds at the Kinsmen Heritage Park.”

12.5       Blyth Fire Board                                                                     

A report on the disbursement of cheques for the Fire Board assets was reviewed by the Council. 
The Municipality of Morris-Turnberry has received their cheque in the amount of $98,376.15 for
the Morris-Turnberry share of assets at the Blyth Fire Board.

 

 

12.6       Ontario Municipal Partnership Fund (OMPF)                       

2008 Final Reconciliation was reviewed by the Council.

The Municipality has received $30,800 in additional funding for 2008

 

 

12.7       Morris Landfill Closure                                                        

RJ Burnside & Associates report was reviewed by the Council.

“That the Municipality of Morris-Turnberry accept the estimate of the Municipality of Morris-Turnberry’s
financial liabilities related to closure and post closure care of the Morris Landfill received from RJ Burnside

                                    Conference is August 15-18, 2010.  Dorothy Kelly will attend and possibly Mark Beaven.
