Call to order:
The meeting was called to order by Mayor Dorothy Kelly at 7:00 pm with
all members in attendance.

7) Landfill Entry Fee
Mike Thomas presented a plan for the landfill site.

Plan submitted by Mike Thomas for the placement of the scale and office
and other disposal areas
at the Morris Landfill.

8) Public Meeting to present the 2010 Proposed Budget: 7:10 pm
1.Presentation of the proposed budget: Nancy Michie presented the budget.
2.Questions from the floor: There were no questions from the floor.
3.Council comments:
Jim Nelemans wondered if we should leave
the tax rate increase at 1.5%.
Dorothy Kelly questioned if there is enough reserve in the roads if there is an
unexpected expense.

7.2. Tipping Fees and Bag Tags Report

“That the Municipality of Morris-Turnberry amend
the tipping fees to establish a minimum entry fee of
$5.00 and increase the bag tags to $2.00 per bag tag.”

“That the Council of the Municipality of Morris-Turnberry recommend approval on
the Consent application
B 6/10, of the Ethel Willis Estate to the Avon Maitland District School Board
with the following conditions:
1. That the $250.00 cash in lieu fee be waived
2. That the parcel be rezoned to conform to the Turnberry Township Zoning By-law
3. That a storm water management plan be completed to the satisfaction of the Municipality
4. That the parcel merge on title with the abutting property and consolidated under the Land Titles if required
5. That a one foot square parcel of land of the abutting property be conveyed to the municipality if required.
6. That a drainage agreement be addressed under Section 65 of the Drainage Act.”

Turnberry Ward ,
with the following conditions:
1. That the $250.00 cash in lieu fee be paid
2. That the parcel be rezoned to conform to the Turnberry Township Zoning By-law
3. That the applicant enter into a development agreement with the Municipality
of Morris-Turnberry
addressing storm water management, provision of services and installation of a
new road.
4. That a drainage agreement be addressed under Section 65 of the Drainage Act.”

1. That the $250.00 cash in lieu fee be paid
2. That the parcel be rezoned to conform to the Turnberry Township Zoning By-law

12.2. 1 Petition for the Ruth-Loutitt Municipal Drain

“That the Municipality of Morris-Turnberry accept the Drainage Petition
submitted by Albadon Farms
Limited for an extension to Branches 3 and 4 for the Ruth -Loutitt Municipal
Drain and that pursuant to
Section 8.4 of the Drainage Act, that the extension be incorporated with the
petition for the Ruth –Loutitt
Drain received by the Municipality of South Bruce .”

of the Request for Proposals for the History Book:

A listing of the proposals was reviewed.

Dorothy Kelly advised that the County of Huron reviewed the coyote bounty policy at $50.00.
It was recommended that Ross Baird make a presentation to the County Council in this regard.

12.3 Fire Assistance Agreement

receive the Fire Assistance Agreement between the
Municipality of Huron East, Township of North Huron and Township of Howick,
which will be
incorporated in the Fire Agreement.”

12.4 Belgrave Kinsmen Heritage Park and Belgrave Pump House
Replace Trees and improve flower beds.

for quotes to replace the trees at the Belgrave Pump
House and to improve the flower beds at the Kinsmen Heritage Park.”

12.5 Blyth Fire Board
A report on the disbursement of cheques for the
Fire Board assets was reviewed by the Council.
The Municipality of Morris-Turnberry has received their cheque in the amount of
$98,376.15 for
the Morris-Turnberry share of assets at the Blyth Fire Board.
12.6 Ontario Municipal Partnership Fund (OMPF)
2008 Final Reconciliation was reviewed by the Council.
The Municipality has received $30,800 in additional funding for 2008
12.7 Morris Landfill Closure
RJ Burnside & Associates report was reviewed by the Council.
